A learner permit in North Carolina costs $25.50. The exact amount can shift a little with the DMV's current fees, so confirm today's price at ncdot.gov before you go. Some good news: there is no separate charge for the knowledge test, and you pay after you pass the tests.
How much a learner permit costs
The sources we checked give figures between $20 and $25.50 for the permit (limited learner permit or limited provisional license). The most recent one we found is $25.50. Because the NCDMV can change its fees, we prefer to say "$25.50" and send you to the official page.
To start preparing, read the guide on how to get your license step by step and the list of requirements and documents.
When you pay
At the office, the tests come first: the vision test, the knowledge test (25 questions) and the road sign test (9 of 12). The charge comes once you have passed. If you do not pass, you do not pay for the permit on that visit.
One detail many people miss: you do not pay $5 or $20 just to sit down and take the test. The permit fee is the one charged at the end, after you pass.

The full license: what a Class C costs
After you go through the stages (permit, limited provisional license and full provisional license), you pay for the driver license itself. The NCDMV figures it at $6.50 for each year of validity (G.S. 20-7):
- Drivers 18 to 65: an 8-year license, $52 in total.
- Drivers 66 and older: a 5-year license, $32.50 in total.
- People who are not citizens: the license is valid for as long as your legal status in the U.S. lasts (visa, EAD, I-94), and the price follows that period.
If you do not have a Social Security number, check which documents North Carolina accepts first: the process is different and the license is for a limited time.
Duplicate license
If you lost or damaged your license, a duplicate costs about $15. Call the NCDMV or check ncdot.gov before you go, because fees can be updated.
If you fail, do you pay again?
According to the sources we checked, the permit fee is charged after you pass, and we have not seen a charge for each attempt. Between attempts you wait 7 calendar days, and offices commonly allow up to 3 attempts within 90 days of applying. If you use up the attempts or the 90 days pass, the application closes and the process starts from zero, with documents and payment. Confirm any charge at your office. The full plan is in what to do if you failed the NC DMV test.
Which stage the permit fee applies to
The fee of $25.50 that the sources cite is for the limited learner permit and the limited provisional license, the graduated stages for drivers under 18. Adults 18 and older do not go through those stages. In any case, the exact figure you will be charged depends on your transaction: ask at the office or check ncdot.gov before you go.
Where to confirm the fees
State fees are updated from time to time, which is why the sources do not fully agree. The ncdot.gov site and G.S. 20-7 are the reference. If you see a different figure on another page, including this one, always compare with the NCDMV before you pay.
How to avoid extra costs and extra trips

- Study with the free official NC Driver Handbook.
- Take the free practice test and, if you like, go through the 400 questions with explanations to arrive better prepared.
Amounts can change. Before your visit, check the fee page of the NCDMV.
